Reports

Every number,
with its cases behind it.

A report is only as good as the answer to “which cases?” Every figure here is counted from the same record the office works in, and every one opens to the list it came from.

See a sample of every report, run on the demonstration unit.

Standards complianceWhat the oversight body asks for, measured from the work.
Quarterly program report
Twenty-one figures for the quarter: in-custody initial interviews, new cases filed, arraignments conducted, dispositions at arraignment, assignments before and after arraignment, and denials of appointed counsel.
The cases behind every figure
Each figure opens to the list of cases that make it up, grouped by month, with the charge, category, attorney, and determination.
Forms for signing
The quarterly program report and the attorney assignment report, laid out to print, sign, and keep.
Reconciliation workbook
An Excel workbook with every figure and its cases, then a section per attorney. What gets handed over when somebody asks where a number came from.
Court-supplied figures
Figures the court reports rather than the office are entered once and carried into the report beside the measured ones.
Honest gaps
A figure the system cannot see is marked as not measured rather than reported as zero, and an exclusion says what it left out.
Time to first client contact
Business days from appointment to first contact with the client, against the unit's target, by attorney and case by case.
Investigator and expert use
How often investigators, experts, and interpreters were used, by case level and attorney.
Qualification match
Appointments where the attorney's tier, on the day, was below what the case level calls for.
Deadline compliance
Whether the probable cause conference, the examination, and circuit arraignment fell inside their statutory windows, with the exceptions and their reasons.
Cases and courtHow cases move, from first appearance to disposition.
Open cases by age
Every open case by how long it has been open, and the ones that have gone quiet with nothing scheduled.
Time to counsel
Days from the event to the appointment of counsel, and who is waiting for counsel today.
Substitutions and conflicts
How often counsel changed, why, and which attorneys cases moved between.
Failure to appear
Missed court dates by hearing type and by court.
Dispositions
How counts and cases ended, by level and by court, shown office-wide rather than ranked by attorney.
Pretrial custody and bond
Who was in custody at arraignment, how long after booking, and the bonds set by level.
Indigency screening
Findings, how often they followed the recommendation, contributions set, and denials with their basis.
Attorney workloadCaseloads against the caps, the way the standard counts them.
Workload, trailing year
Each attorney's cases by level over the last twelve months, weighted and set against the cap, with docket hours.
Caseload over time
Every attorney's trailing year month by month, what falls off next, and how much room that opens.
Monthly assignments by attorney
New appointments in a month or a quarter, by attorney and case level.
Work done elsewhere
Caseload filed for the same attorney by other agencies, imported from the statewide report and counted against the same cap.
Standing at end of day
The office's end of day summary shows where each available attorney stands against the cap, counting other counties.
BillingWhere the money went, by case type and by attorney.
Billing by case type
Cases, entries, hours, and totals by case category, for a month, a quarter, or a billing period.
Billing by attorney, invoiced
What each attorney was invoiced for in a period, by category and rate.
Invoices
Each invoice opens with a summary of every case billed and gives each case a page of its own.
Cost per case
What each case cost in billed time, by level, by attorney, and by how it ended.
Unbilled court appearances
Hearings with a result where the appointed attorney has no billing line, and how long billing takes to come in.
Spending against budget
Billed so far in the fiscal year against the unit's budget, by month, with a projection to year end.
Counsel at first appearance
Duty days and hours for the CAFA attorney, with the day rate counted once per day.
The rosterWho is on the panel and what they are taking.
Attorney roster
Every attorney with bar number, position, tier, address, phone, email, and the case levels they are accepting.
Sign-in activity
When each attorney last signed in, and which accounts have never been used.
The court dayPrinted and emailed sheets for the people in the room.
Docket sheet
The day's docket grouped by time block, marked for video and in-custody appearances.
End of day, by attorney
Each attorney's own cases from the day, with what happened and what is next.
End of day summary
The whole day for the office, with every attorney's standing against the cap.
Morning email
Today's hearings, the week ahead, and overdue tasks, for each person.
Keeping the record currentWhat still needs doing, before it shows up as a wrong number.
Results not recorded
Hearings already past with no outcome, oldest first. The number to drive to zero.
Pipeline
Every open case by the stage it is at.
Deadlines
Statutory windows per case, with the citation, and any variance recorded with its reason.
Email log
Every message sent, to whom, and whether it went.
Record health
Every gap that would make another report wrong: past hearings with no result, cases with no charges, determinations left pending, billing with no case.

Samples

Every report, run on the demonstration unit

Northgate County is the demonstration unit: eight attorneys and a year of fictional dockets, clients, and billing. Every name and case number below is invented. Each report was run as an administrator would see it, for the quarter ending 30 September 2026 unless it says otherwise, and each table shows its first six rows.

A reports-only account sees the same tables without client names. A state office sees the figures and the per-unit tables, and none of the lists of cases.

Standards compliance · 5 reportsWhat the standards ask of the unit, measured from the work.

Quarterly program report

Who sees what

Three levels of reporting

Every report runs through one gate in the database, which decides what comes back for the person asking. The same report, three ways.

The office

Administrators see every report in full, with each case linked to its file.

Reports only

A unit can give someone reports without client data: every figure and every table, with no client names and no way into a case file.

A state office

Runs any unit's reports, a region's, or the whole state's: each unit listed with the total and the average across them. Figures only. No client is named or listed anywhere it can reach.

Built to a standard

Michigan first, any system next

The quarterly report is built to the Michigan Indigent Defense Commission's program reporting, item by item. Caseloads are counted the way its Standard 6 counts them: weighted by case level, over any twelve months in a row, across every agency an attorney works for.

The measures underneath are general. Case levels, caps, deadlines, and periods are settings, so another system's standards are a matter of configuration rather than a different product.

Defensible

Counted, not compiled

Nothing in a report is typed in at the end of the quarter, apart from the figures only the court has. The interviews, appointments, and dispositions are the ones the office recorded on the day.

When a figure changes because a case was corrected, the case list changes with it, so the report and the record never disagree.
